ATTIA has made a submission to the Reserve Bank of Australia’s Review of Payments System Regulation, responding to the Issues Paper the Bank released on 25 June 2026.
Our submission explains how payments work in travel, where a single booking can involve several parties across different countries, and sets out a number of considerations for the review:
- Payments regulation should reflect that travel rarely involves a simple transaction between a domestic merchant and a consumer.
- Competition assessments should distinguish integration that brings efficiencies from potentially anti-competitive conduct, and take account of effects on downstream sectors such as tourism.
- Integrated platforms can give smaller tourism operators access to overseas payment methods, currency exchange, fraud tools and settlement, helping them reach international visitors.
- Fraud prevention should be risk-based and a shared responsibility, aligned with international frameworks where possible.
“Authentication should be proportionate to the risk of the transaction.”
